MARRIAGE AMONG MUSLIMS OR AMONG MEMBERS OF THE ETHNIC CULTURAL COMMUNITIES MAYBE PERFORMED VALIDLY WITHOUT THE NECESSITY OF MARRIAGE LICENSE, PROVIDED THEY ARE SOLEMNIZED IN ACCORDANCE WITH THEIR CUSTOM, RITES OR PRACTICES

 EXPLANATION:

           Marriage in Islam is regarded as sacred: It clearly stated in Quran the following explanations:
Among His proofs is that He created for you spouses from among yourselves, in order to have tranquility and contentment with each other, and He placed in your hearts love and care towards your spouses. In this, there are sufficient proofs for people who think. It is lawful for you to go in unto your wives during the night preceding the (day's) fast: they are as a garment for you, and you are as a garment for them. God is aware that you would have deprived yourselves of this right, and so He has turned unto you in His mercy and removed this hardship from you. Now, then, you may lie with them skin to skin, and avail yourselves to that which God has ordained for you. (Qur’an 2:187) 

He created you from one person (Adam). Subsequently, He gives every man a mate to find tranquility with her. She then carries a light load that she can hardly notice. As the load gets heavier, they implore GOD their Lord: "If You give us a good baby, we will be appreciative." (Quran 7:189) 

                  The question then is "What the right hand possesses" means. The Believing woman who need protection and support and give up their demands for dowry and other marriage formalities. A relationship which is deemed in the society as legible but is without the financial obligations of a formal marriage. It is pertinent to note that in the formal marriage there is significant responsibility on the husband: 1)- He has to support the wife and the children. 2)- He has to agree to a financial settlement which he must honor,respect and agreed upon under the law of muslim at the time of their marriage. 

And the woman in Muslim marriage is also bind and under an obligation: 
1)- She has to fulfil an interim on dissolution of the marriage. 
Most people may not be able to fulfil these obligations for a substantial part of life while they are in the striving age. They are forbidden to have secret affairs / lovers. They are encouraged to marry OR alternatively (may be, but I am not sure) to have open and explicitly committed and faithful relationship that is deemed as legible by the society and they maintain their chastity. Only with their spouses, or those who are rightfully theirs, do they have sexual relations; they are not to be blamed.
